If you have already activated the Radahn Festival, the gate house will be locked, and you will need to defeat Starscourge Radahn and exhaust Jerren's dialogue so he leaves the castle, in order to open it up again. In a room full of casks and barrels near the main gate, guarded by two Bladed Lions.
