Below the WellGrace Site of Grace in Siofra RiverDungeon: Turn around, kill 4 eagles on the right, 2 eagles on the left, then walk back to the grace. Use ranged or AOE attacks. Starcaller Cry and Devourer of Worlds are the best weapon skill to farm here. Gravitas range is too small and deals inconsistent damage. Most other AoEs have the problem of blowing the bodies off the cliff. They also scare away the other Eagles around you. The second best option is a Bow, because it doesn't scare away any other birds.
