When the Radahn Festival is inactive, travel to the Chamber Outside the PlazaGrace site of grace. Once there, head out to the three flamethrower enemies and take a right. You should be face to face with another flamethrower. Go past them and towards the tower. An Abductor Virgin will attack you from the right as you're heading towards it. Once inside you'll find the whetblade on the floor and a soldier nearby on the stairs.
