The bell bearing is found in Zamor RuinsGrace in the Mountaintops of the GiantsRegion area. The chest is in a cellar at the very SW tip of the ruins, down one flight of stairs. From the Zamor RuinsGrace grace site, head straight south using Torrent to jump the cliff, past a white bird, then it's just east after passing the tallest building ruin. Go down the small flight of stairs, and it will be in a chest in a small basement room.
