If you chose a different puppet at the time, then you can purchase this one from him for 5 Star Shards afterwards. This shop is still available if you interact with his body should he die. If Seluvis's Potion is given to anyone else other than Nepheli Loux then you can find this Spirit Ashes on the body of Pidia after progressing Ranni's questline far enough for Seluvis to perish resulting in the puppets Pidia were given by Seluvis to turn against him. His corpse can be looted for this Ash and Pidia's Bell Bearing.
