One of the inquisitors casts a tower hex to heal HP, while the hex of the other boosts her own attack power. They can be found on a corpse in Enir-IlimRegion, beneath the second to last enemy before reaching the Spiral RiseGrace site of grace (coming from First RiseGrace site of grace). From Spiral RiseGrace site of grace, head east down the staircase. After killing the second enemy, take the small, easily missed staircase on the north side down, go through the doorway on the right leading under the larger staircase and you'll find the spirit ashes unprotected on a corpse.
