The following location: Drops from Leyndell Knights using the shield on their model (bow wielding knights who switch to the shield for close combat will not drop it). Most of which can be found in and around Leyndell, Royal CapitalDungeon. One can be found south of the Artist's ShackLandmark in Liurnia of the LakesRegion, this is the earliest available version of that enemy. The droprate for the shield (or anything other the guaranteed Dragon Cult Prayerbook), however, seems to be lower than on the capital knights. Shield Skill: No Skill.
