Three Depraved Perfumer enemies carrying the shield can be found near the Shaded Castle Inner Gate Site of Grace.
Go east, back through the poison ground area, and take the ladder to get on top of the inner castle wall.

If the player has access to the Shadow of the Erdtree DLC, an encampment with 7 Perfumers can be found south of the Shadow KeepDungeon, on the east side of the area where the second Furnace Golem is fought.
It's best to travel down the elevator and south from the Shadow Keep Main GateGrace site of grace.

the 40 Immunity boost is noticeable and pretty helpful with all the poison in this game, and upgrading it to max makes the guard boost fairly decent.
Base drop rate is 2 (at 100 Discovery).
The Perfumer's Shield can be infused with Ashes of War.
