This is the only weapon in its class with base bleed buildup. As the only halberd class weapon with base bleed buildup, Vulgar Militia Saw can be used in conjunction with an offhand Forked Hatchet, an axe class weapon with light axe moveset and base bleed buildup, to rapidly inflict bleed up and stagger enemies.
